A roundtable on Chechen settlement may gather in Moscow next March. The Parliamentary Assembly of the Council of Europe (PACE) is active among its organizers. The media received this information from Konstantin Kosachev. Head of the international affairs committee on the State Duma, parliament's lower house, he leads the Russian delegation to the PACE and an ad hoc team to prepare the roundtable. "We have three alternative dates, March 3, 11 and 21. Much organizing work is ahead, so I expect the roundtable to gather, March 11 or 21," remarked Mr. Kosachev. The team gathered in Strasbourg the day before the PACE was opening its winter session. It reconsidered a Chechen State Council offer of Grozny, Chechen capital, for venue. The initiative did not meet sufficient approval of European parliamentarians. The team determined to limit the prospective gathering to fifty. "We want all to get literally round one table," the Russian parliamentarian went on. As for the agenda, it will revolve round one central issue, to be roughly worded as, "What, in your opinion, is the worst obstacle to normalizing Chechen developments?" "The ad hoc team confirmed its principled stance. That will be a roundtable for Chechens - not international talks, neither consultations but a chance for Chechens themselves to resume a conversation of how to bring things in their republic back to normal." As for the PACE, its duty is merely to help with roundtable organization. What follows will depend on the participants alone, stressed Mr. Kosachev
