Dmitry Kozak, who serves as presidential Southern federal district plenipotentiary, believes that the situation inside the country's judicial system is catastrophic. A threatening situation is now shaping up inside the judicial system, Mr. Kozak noted, while opening a conference that involved presidential representatives inside the Southern federal district's territorial judge-certification boards. Conference delegates focused on the establishment of judge-certification boards and their activities. According to Mr. Kozak, even superficial polls show that people do not think that the judicial system protects their rights. People are sure that the judicial system is riddled with corruption, and that it is impossible to find justice there, Mr. Kozak noted. One cannot hope for economic and political progress at a time when the people do not believe in the judicial system, Mr. Kozak added. This system must now be overhauled; we must remove all basic factors facilitating such an opinion, Mr. Kozak stressed. Courts that provide justice for money herald the state's incipient disintegration, he told the audience. Addressing conference delegates, Mr. Kozak noted that they were supposed to streamline the judicial system at this stage. First of all, this concerns the choice of personnel. The present-day judicial system has turned into a veritable business. Big companies are now trying to delegate their representatives to the judicial system, Mr. Kozak said. In his opinion, we must tackle these issues in an extremely serious manner.
