Russian President Vladimir Putin believes that the parliamentary elections in Iraq are a step in the right direction and a positive development. "The conditions under which the elections in Iraq were prepared were very complicated. At the same time they are a step in the right direction, a positive event," Mr. Putin said at a conference with government members. Russian Foreign Minister Sergei Lavrov noted that the result of the elections in Iraq could be verified only in practice by how Iraqis themselves will receive this new legislative structure. "If dialogue with all political forces is established, then perhaps a step toward the real restoration of Iraq can be taken," Mr. Lavrov said. "The elections in Iraq were being prepared in very difficult conditions. A state of emergency is still in force there - 150,000 foreign servicemen are trying to ensure security. Nevertheless, according to the estimates, which of course have to be specified, more than half of Iraqis participated in the voting, excluding the Sunnite districts where the turnout was actually at a zero level," Mr. Lavrov said. After his meeting with Mahmud Abbas, Mr. Lavrov is convinced that the head of the Palestinian National Administration intends to resolutely carry out the reforms that have been coordinated by the quartet of international mediators within the framework of the road map. "He (Mr. Abbas) has already restructured the security service. He ensures mechanisms of consolidating all Palestinian groups so that they would respect his power and fulfill the provisions of the road map," the minister said
