Gazprom and the Chechen Republic are to sign a cooperation agreement for 2005. This decision was made by Gazprom CEO Alexei Miller and Chechen President Alu Alkhanov, reports the Gazprom press service. Key proposals on this agreement have been submitted to Gazprom. Among them are elaboration of investment programs on the reconstruction and modernization of the gas transportation and distribution systems, investments in the construction of gas pipelines and gas objects of Chechnya's social sphere, the inclusion of the Chechengazprom and Chechengaz enterprises in the Gazprom structure and the reduction of gas prices for Chechen people regulated by the federal tariff service. The sides also considered the implementation of cooperation agreements between Chechnya and Gazprom. They also focused on natural gas supplies to Chechnya, debt repayment and the condition of current payments, the restoration of Chechnya's gas sphere and its stable and secure functioning. A decision was made to prepare joint proposals on the order of the repayment of gas debt of Chechen consumers and submit them to the Russian government. In 2004 Gazprom supplied over 2.3 billion cubic meters of gas to Chechnya (140% of the plan). The main reasons for gas over-expenditure are the critical condition of the republic's gas sphere and unsanctioned withdrawal. As of January 1, 2005 the debt of Chechen consumers for the supplied gas totals about 5 billion rubles. Gas pipelines are located on Chechen territory. They are used to deliver gas to Dagestan, the Stavropol territory, Azerbaijan, Armenia and Georgia. The federal state unitary enterprises Chechengazprom and Chechengaz handle these pipelines.
