President Vladimir Putin praised FSB officers for a series of successful operations in the Northern Caucasus
"The year 2004 was marked by quite a number of FSB achievements in the Northern Caucasus, with over 200 militants, including ringleaders, having been neutralized," the Russian head of state said at a meeting with officers on the occasion of their promotion and receipt of military decorations in the St.George Hall of the Grand Kremlin Palace. Addressing FSB officers, Putin noted: "The FSB's recently increased operations capacity should be used for getting a more spectacular feedback." He referred to the main task of the frontier guards as revealing all clandestine channels of arms and drug trafficking. Manning and technological reinforcement of high-alert units were named as a priority. Work should be continued on the re-tooling and modernization of the army and navy, added Putin. High-alert units should constitute the most mobile link of the armed forces, according to Putin. "With all the resources and opportunities available, all these plans should be performed to the full and within the time-frame fixed. The more so as the financing of the state defense order has been increased in 2005 by one third," said Putin. He made a point of the officers being the bedrock of the armed forces, their command personnel. There should be consistent work over the development of the system of social guarantees for officers, above all the junior officers, and prospects for their promotion.
