Russian companies are negotiating oil deliveries to North Korea, Gennady Fadeyev, head of the Russian Railways company, said on March 21. Russian Railways already delivers oil to China in line with Russian corporate contracts. At the same time, experts agree that railroad tankers cost a lot. Oil pipelines therefore seem much more profitable. As far as China is concerned, the Yukos-backed pipeline construction project has now been virtually frozen. The Eastern Siberia - Pacific Ocean route for delivering oil to Russian ports on the Pacific coast is being currently promoted. From the Pacific coast Russian oil will be shipped to Asia-Pacific countries. Transneft president Semyon Vainshtok said the other day that the Government had ordered his company to draft and submit its proposals (as regards the stage-by-stage construction of this oil pipeline) by May 1, 2005. Incidentally, Transneft monopolizes the national oil pipeline network. The projected pipeline is to cover the following route: Taishet (Irkutsk region) - Skovorodino (Amur region) - Perevoznaya harbor (Maritime territory). However, these plans may never be realized. The Federal Environmental, Production and Nuclear Safety Service (Rostekhnadzor) said on March 21 that Transneft must explain its decision to set up an oil terminal in Perevoznaya harbor. Acting Rostekhnadzor chief Andrei Malyshev explained that his department shared the concern of public and environmentalist organizations over the projected Eastern Siberia - Pacific Ocean pipeline. The current uncertainty around this pipeline shows that Russia can only export its oil to Asia-Pacific countries by rail.
