Russian Premier Mikhail Fradkov admits that the situation with distribution of counterfeit goods in Russia has not changed drastically
"Speaking objectively, we have made certain steps to curb the distribution of counterfeit audio and video production. However, we failed to change the situation drastically. The volume of counterfeit production still significantly exceeds the volume of licensed production," said Fradkov at the opening of a meeting of the committee on the fight against crime in the sphere of intellectual property. At the same time, the Russian Premier pointed out at the necessity of increasing efforts in the fight against the distribution of counterfeit goods. "We are working on it not only from the point of view of establishing order, but also to meet the demands of the WTO," Fradkov emphasized. He said that the manufacturers of counterfeit goods in the sphere of audio and video production receive profits by stealing from the country. Meanwhile, speaking about the situation with the fight against the distribution of pirated goods in Moscow, Fradkov pointed out, "Moscow authorities have an extensive experience in the sphere of the fight against manufacturers of counterfeit goods." "This region is dealing with the situation much better than other Russian subjects, and in general the share of pirated goods on the Moscow market is less than in Russia overall," the Russian Premier stated. In his turn, deputy culture and mass communications minister Leonid Nadirov pointed out that there are no statistical data on the share of counterfeit goods on Russian markets. "According to various estimates, the share of counterfeit production varies from 40% to 95%, depending on markets and regions, Nadirov said. "We do not possess figures that reflect the real situation; consequently, foreign copyright owners claim that the piracy level in Russia is unprecedented and the authorities do not do anything to improve the situation," the deputy minister emphasized. He urged the government to conduct regular monitoring of the domestic market of audio and video production in order to build a full picture of the distribution of counterfeit goods.
