The United States and Russia agree on the necessity to reform the OSCE
Russia's Foreign Minister Sergei Lavrov said it at an international conference devoted to the peaceful conflict settlement. "There is comprehension of the necessity to reanimate the OSCE and to impart a comprehensible character to its activity," Lavrov said, adding that special consultations with representatives of Russia's Foreign Ministry and the U.S. State Department were in progress in Moscow Wednesday. "The OSCE still has neither a charter, nor procedures, nor clear criteria for this organization's activity," Lavrov said. He noted that a sweeping majority of member countries are in favor of producing a charter and clearer guidelines for activity. "But it is evidently gainful for some OSCE participants to keep it in such an amorphous state. They believe that this will make it possible to use it however they want," Lavrov said.
