The lower parliamentary chamber's 377 deputies voted for, one against at one abstention. Deputies believe that the sale of Silovye Mashiny will lead to the monopolization of power machine building and a growth in electricity tariffs. Sale of the majority stake is also feared to lead to "the underfulfillment of the state defense order, classified information leakage, a lower mobilization readiness of the Russian Federation". The Duma appeal notes that Silovye Mashiny is the basic Russian manufacturer of power equipment for hydraulic electricity stations, thermal and nuclear power plants. Enterprises making up the company Silovye Mashiny make defense products, equipment for submarines, missile rocketry systems, supply military and other special machinery abroad. The Duma war veterans committee chairman Nikolai Kovalev of the United Russia faction fears that sale of the controlling interest of Silovye Mashiny may lead to mothballing its production. He said this to journalists on Friday. The last decade shows that foreign companies are buying up competitive Russian companies and freezing their production activities. "Under the pretext of reorganization, production is suspended for two to three years while the competitive firm's monopoly is established on the market", Kovalev said. He believes that the production of defense items, non-ferrous metals and oil should remain in the hands of the state. In summer 2004 Silovye Mashiny owner holding Interros and the Siemens Co. reported agreement to set up a joint venture with about 71 percent of Silovye Mashiny to enter the venture's authorized capital. The Russian Antimonopoly Service is currently considering the purchase of the Russian concern. Silovye Mashiny unites the Leningrad Metallurgical Plant, Elektrosila factory, Kaluga Turbine Factory, Turbine Blades Factory, Energomachexport company, Polzunov R&D Association for Energy Equipment Studies and Designing.
