LUKoil will not take part in the tender for building an oil refinery in Iraq
"Projects in the Middle East require detailed development and huge investment. So far we are not considering work in Iraq," LUKoil head Vagit Alekperov told journalists in Helsinki. At present LUKoil focuses on projects in South Europe and cooperation with the Baltic states, he pointed out. Yesterday the Arab newspaper Al-Sharq Al-Awsat reported that the Iraqi Oil Ministry was in talks about construction of a major refinery in the country with a capacity of 250,000 to 300,000 barrels daily. The Ministry's official have already held preliminary talks with representatives of 17 specialized international companies, including from Britain, France, Italy, the United States, the Netherlands, China, Russia and India, it said. According to preliminary information, construction of this strategically important facility will be carried out in two stages and take about two years, the newspaper specified. The preliminary cost of the projects is about $1 billion. In an interview with the newspaper, a ministry official said he was positive that if the situation in the country stabilized, in the second half of 2005 Iraq could increase oil production to 2.5 to 3 million barrels daily.
