The Russian Government approved the national transport strategy until 2020
"We are approving this strategy, which should be modified within the next two weeks," Russian Prime Minister Mikhail Fradkov noted. Talking to RIA Novosti the other day, a source inside the Russian Transport Ministry mentioned some of the transport strategy's parameters. "The transport infrastructure must receive 4% of the country's GDP until 2010. This will facilitate its successful development. Such appropriations could then be reduced to 3% of the Russian GDP," the source noted. In his words, sectoral appropriations now total just 2.4% of the national GDP. Federal-budget money makes up for less than 1%. According to the agency's interlocutor, people's mobility should increase from 4,000 km per year to 6,000 km by 2020. Car ownership should increase from two cars per every 100 families to eight cars per each 100 families. "There are now 15 cars per every 100 families in Europe," he added. The national seaport infrastructure will handle up to 95% of all foreign-trade operations by 2020. The current share is 75%. The transport sector's environmental-pollution share is to go down from 32% to 22%. This goal will be attained with the help of new technologies and improved road-surface quality. According to the source, more than 20% of all federal roads are now overloaded. This serves to increase environmental pollution. At the same time, more than 60% of such roads do not match technical standards. The share of substandard roads will be reduced to 50% by 2020. "The national transport strategy makes it incumbent on the state to facilitate economic growth through better transport services. Moreover, Russia's geographic specifics must become its competitive advantage," the agency's interlocutor noted in conclusion.
