All of Moscow’s crucial ‘life support’ facilities must be equipped with stand-by generators, the deputy general director of the Moscow power utility, Dmitry Vasiliev has said at hearings held at the city Duma. He recalled that a special program for equipping hospitals and water supply, transport and other strategic facilities with stand-by energy supply units was adopted several years ago, but it has not been implemented to this day due to the lack of financing. “Power supply disruptions should never be ruled out, and in such cases stand-by generators will keep the facilities going until centralized power supply has been resumed,” Vasiliev said. He argues that the city authorities must expand the network of district substations and electricity networks. “If the city does not have the funds for, it will be possible to draw the resources of investors from the building industry,” he said. “Moscow’s electricity consumption grows several fold every year.” Vasiliev said he was referring in particular to the high-rise apartment buildings that have been replacing aging housing stock built back in the late 1950s and early 1960s. “Each such tower that emerges on the site of an old-time five-storey apartment building increases the strain on the existing electricity network ten-fold.”
