Russia's Prime Minister Mikhail Fradkov believes that the Government must focus on cost-effective state procurement, while drafting the budget. "The state does not assess the system's efficiency," Fradkov said. "We have not implemented measures that would ensure cost-effective state procurement. The Economic Development and Trade Ministry does not ensure adequate coordination. We do not know whether the system is effective, or not," Fradkov told a Cabinet session. "State procurement accounts for 30% of all budgetary spending," Fradkov stressed. "We must do something about state-procurement corruption at every level," Fradkov added. Fradkov advocates an open and transparent state-procurement system. "Clear-cut regulation and open purchases facilitate consensus between businessmen and the state just like major institutional reforms," Fradkov said. "State purchases aim to prop up small and medium businesses, promoting fair competition," he added. "Cost-effective budgetary spending ensures adequate state procurement. More effective measures are essential when the Government needs every rouble to maintain macro-economic parameters, to fulfill social, defense, security and economic-development commitments," Fradkov said.
