Russia's millionaire population is growing
In the central Russian region of Lipetsk alone, the number of taxpayers declaring incomes of more than one million rubles, or about $35,000, rose to 195 in 2004, up from just 40 the previous year, said Lyudmila Dedova, of the Federal Tax Service. She said the largest taxable income declared in that region last year was 2.8 billion rubles, or about $100 million. According to Dedova, individual taxpayers brought some 297 million rubles, or more than $10 million, into the regional coffers in 2004- three times as much as in 2003, despite the fact that the number of annual tax returns filed in 2004 was merely 3,600, down from 5,900 in 2003. In 2004, the region's private taxpayers declared an overall income of 8.5 billion rubles, up by 4.5 billion rubles from the previous year's figure, Dedova said
