Russia’s able-bodied population should grow by one million a year for the speedy growth of the economy, said German Gref, the Russian minister of economic development. He commented on the Thursday cabinet meeting that discussed the federal purpose-oriented programmes, many of which have a social character. Gref said it is precisely the programmes aimed at the development of education, culture and social protection of invalids that, above all, “yield direct macroeconomic results.” “New technologies, the new economy and creativity of the nation as a whole depend on the level of the development of culture,” the minister said. “Investment programmes create conditions for the development of the economy and its diversification.” Gref said some 100,000 people of the economically active age die every year of heart disease and alcoholism because of the ineffective work of the health system. “If the death rate remains as high as presently, any growth of GDP will be out of the question,” the minister said
