Russia and Ukraine have failed to agree on a free trade zone without restrictions and exemptions, an official from the International Cooperation Department of the Russian Industry and Energy Ministry said Friday. Trade agreements, as well as agreements on competitive policy and subsidies should be implemented to set up a free trade zone without restrictions and exemptions, department head Dmitry Sukhoparov said before a session of the high level group for the formation of a Common Economic Space. Earlier, Ukraine had proposed canceling all restrictions and exemptions by the end of 2005 to its Common Economic Space partners, Russia, Belarus and Kazakhstan. Sukhoparov said the partners are counting on Ukraine for positive results and that the member states should make a principled decision on the economic space's formation. The sides have already considered 29 priority agreements on this issue. Ukraine was involved in working out 14 out of these agreements
