Vladimir Putin admitted that the problems of providing servicemen of the Russian Armed Forces with housing are a protracted issue, which is extremely painful to the army. An officer finds himself "in a conflict of interests", the president said. "If you want to get an apartment, get discharged from the army, and if you want to serve you will get nothing," the head of state noted speaking at the conference in Russia's Defense Ministry on the problems of providing servicemen with housing on Tuesday. As Putin said, the state has accumulated an enormous amount of unfulfilled obligations here. These obligations are of a vague character, and for this reason their fulfillment in practice is not free from administrative arbitrariness and extortion on the part of corrupt officials, the president noted. He stressed that the quality and conditions of life of a serviceman directly influence fulfillment of official duties by him. In resolving the housing problem it is necessary to pay attention to the servicemen who began to serve before January 1, 2005. The president said that "the commitments to them must not be forgotten."
