Reforming of the Commonwealth of Independent States will be one of the main topics of a meeting of the Council of Heads of the CIS Foreign Ministries
It will be held in Moscow under the chairmanship of Russian Foreign Minister Sergei Lavrov. As Itar-Tass learnt at the Russian Foreign Ministry, “the agenda includes over 15 issues.” “The most important topic will be improvement and reforming of the CIS bodies,” representatives of the ministry noted. “Debates on this issue, which were started at the meeting of Council in Astana in September last year, will be crowned with the preparation of a document summing up proposals of the countries-partners.” “We hope that a compromise on a draft decision to be approved at a SIC summit in Kazan will be found.” The ministers will also focus on humanitarian and social issues. “Consideration of a draft agreement on humanitarian cooperation of the CIS countries, formulating directions, principles and forms of long-term interaction, will be the most important one,”representatives of the Russian Foreign Ministry informed. “The aim of the document is to develop and improve the legal base in the humanitarian field.” “It will play a positive role in strengthening ties in the sphere of culture, education, science, information and mass communications, as well as sport, tourism and work with youth,” representatives of the Foreign Ministry believe. In this context, “a draft agreement on cooperation of the CIS states in the field of qualification and retraining of cadres is of great practical importance.” Its signing “will make it possible to adequately respond growing demands to reform economies of the Commonwealth countries under the conditions of intensive migration of labour force.” The ministers will consider drafts of a provision on a bureau on coordinating the fight with organized crime on the CIS territory, an agreement on cooperation in combating trade in people, human organs and tissues, as well as a decision on introducing amendments and supplements in the provision on an interstate council on emergency situations. The foreign ministers will discuss and submit for approval of state leaders drafts of “a statement in connection with the celebration of the 60th anniversary of the UNO,” “an appeal to the Commonwealth peoples and world public in connection with the 20th anniversary of the accident at the Chernobyl NPP,” as well as decisions on proclaiming 2006 the Year of the CIS
