Vladimir Putin signed Thursday a decree on Russia’s intention not to join the agreement on Russian-Estonian state border
Russian President Vladimir Putin signed Thursday a decree on Russia’s intention not to join the agreement on Russian-Estonian state border and the Russian-Estonian agreement on delimitation of the sea space in the Gulfs of Narva and Finland. In this decree the president instructed the Foreign Ministry to send to the Estonian side a relevant note, the presidential press service said. The Russian-Estonian agreements on state border and delimitation of the sea space in the Gulfs of Narva and Finland were signed in Moscow on May 18, 2005. Their enactment would have an important significance for development of relations of good neighborliness and cooperation between the countries. However, the law approved by Estonian parliament on June 20 contains provisions that link the ratification of these agreements with the Estonian internal state documents and the 1920 invalid Tartu peace treaty between the RSFSR and Estonia that do not correspond to objective realities, create a false context for the interpretation and implementation of these provisions. Several unacceptable assessments of Estonia’s accession in the Soviet Union are confirmed in the law again. In this situation the ratification of the agreements does not meet Russian interests. Russia should send to the Estonian side a note of intent not to join the May 2005 agreements in order to revoke Russia’s signature under the foresaid agreements according to unit A Article 18 of the 1969 Vienna Convention on the Law of Treaties. Vladimir Putin instructed the Foreign Ministry to send such a note of intent.
