An agreement between Russia and the European Union on relaxing visa regulations could be signed by the end of the year, Russian Foreign Minister Sergei Lavrov said Tuesday. Following talks with Portuguese Foreign Minister Diogo Freitas do Amaral, Lavrov said the document had been agreed after the October 4 Russia-EU summit in London. The minister said he hoped agreements could be signed with EU member countries by the end of the year. "The sides also confirmed the need to move further, toward visa-free travel - toward fulfilling a target that was set at the St. Petersburg [Russia-EU] summit in 2003," Lavrov said. The Portuguese minister said Portugal had never been the cause of visa difficulties with Russia. "We need only to wait for these problems to be solved through the EU, as this issue is within the competence of the European Union, not its individual member states," he said, adding that Lisbon was satisfied with agreements reached between Russia and the EU over the visa issue. "Agreements have already been reached, and it only some small formalities need to be completed," the minister said.
