Roman Abramovich was sworn in as Chukotka governor for the second term Friday, after the regional legislature confirmed his appointment by President Vladimir Putin. Billionaire Abramovich, 38, who is also the owner of one of Britain biggest soccer clubs, Chelsea FC, was first elected governor of the far-eastern Chukotka autonomous district on December 24, 2000.
