Norwegian authorities have not cancelled the arrest of Dmitry Pokramovich, deputy Spitsbergen governor Rune Bor Hansen told Itar-Tass on Friday. "It won't happen until the completion of the deposit procedure," he said. Earlier, the official said Norwegian authorities and the owners of the Kapitan Gorbachyov and Dmitry Pokramovich - the Russian vessels detained over alleged violations of fishing rules in the Barents Sea - were in talks over their release against deposit. "After Russian ship owners stand a deposit, Norwegian coastguards will release the Kapitan Gorbachyov and Dmitry Pokramovich," Hansen said adding it is up to the court to decide whether or not a fine should be paid. If the court acknowledges the actions by the Russian vessels as legitimate, the ship owners will collect the sum of the deposit, otherwise it will be booked as part of the payment of a fine, the vice-governor said. A Friday report, citing deputy director general of the Arkhangelsk Trawl Fleet /ATF/ Viktor Loshchevsky said the Dmitry Pokramovich refrigerator ship had been released after arrest, as its owner, a Murmansk-based company, produced bank guarantees of paying a fine. The Kapitan Gorbachyov and refrigerator ship Dmitry Pokramovich have been under arrest near the Bear Island since October 24. Norway accuses the two Russian trawlers of not notifying it on the entry into the 12-mile zone and on the beginning of work to reload fish. Russia and Norway fixed the status of the Spitsbergen fishing zone in a bilateral agreement of February 9, 1920. In line with it, both countries have equal rights for fishing in those waters. Moscow does not recognize the regime of a 12-mile economic zone around the archipelago, which Oslo introduced later.
