Chairman of the Russian Audit Chamber Sergei Stepashin deems it necessary to form special regional control bodies to check the implementation of the four national priority projects. He voiced this idea during the Monday joint meeting of members of the Russian Audit Chamber with experts of the National Comptrollers and Auditors Office of Great Britain. Lack of control structures in the regions “will not give the local authorities a chance to make proper use of the prerogatives that are being transferred to them and the financial means”, which are being allocated for the implementation of the national project for housing construction, public health, agriculture and education, Stepashin stated. As a result, he added, we may get a “holey sieve” and “ordinary citizens will stand to suffer” from it. Stepashin also said the Russian Audit Chamber and the National Comptrollers and Auditors Office of Great Britain had agreed to take several joint steps. For instance, they are to jointly check how effectively the British money, allocated to stimulate the reforms in Russia, including the reform of the budget sector, was being used. Such checks will be carried out primarily in St. Petersburg and Nizhni Novgorod, Stepashin stated.
