Russia's Ambassador to the United Nations said further strengthening of the role of the UN Security Council
Russia's Ambassador to the United Nations said further strengthening of the role of the UN Security Council and the effectiveness of its decision-making process will make up the conceptual basis of Russia's chairmanship of the UN SC in November. The UN SC, on the first day of Russian chairmanship, held consultations on the situation in the Democratic Republic of Congo and considered a report by special representative of the secretary general Terje Roed-Larsen on the implementation of resolution 1556 regarding the situation in Lebanon, Denisov said here on Wednesday at a news conference devoted to the SC's monthly workschedule. The Security Council intends to closely watch the situation in the Middle East, especially within the context of the Palestinian-Israeli settlement. It will also monitor the situation in Iraq, also in connection with the upcoming extension of the mandate of multi-national forces and the election due to take place in December. Work has begun on the relevant UN SC resolution. Much attention will be paid to the African theme. Denisov reminded about the forthcoming SC mission to central Africa on November 4-11, with visits to the Democratic Republic of Congo, Burundi, Rwanda, Uganda and Tanzania. The Council intends to keep an eye on tensions in Cote d'Ivoire, Somalia and the Central African Republic. A separate session will be devoted to the situation in the Sudanese province of Darfur and Sudan in on the whole. The Security Council is drawing a resolution in the light of the difficult situation that developed around the UN mission in Ethiopia and Eritrea because of the restrictions introduced by Eritrean authorities. The UN, as the political process of determining the future status of Kosovo is about to commence, intends to formulate its visions of the guidelines at the talks. The Security Council's election of members to the international court of justice will be held concurrently with the General Assembly's on November 7. On November 10, the Russian ambassador will present an annual report on the UN SC work to the UN General Assemby. Denisov also said the Security Council would continue the work on implementing decision of the recent Summit-2005, including the setting up of a new body - a UN peace building commission which should be founded before yearend.
