Putin signs Russia's 2004 federal budget into law Friday
Russian President Vladimir Putin signed Russia's federal budget for 2004 into law Friday. The Federation Council, the upper house of the Russian parliament, approved the 2004 draft budget December 10. The State Duma, the lower house, passed the draft in the final fourth reading November 28.
