Ukraine will be open to international observers during its presidential elections on October 31, according to Ukrainian President Lenonid Kuchma. Kuchma made the remarks to the prime minister of the Netherlands, Jan Peter Balkenende, during a meeting in Kiev. Kuchma told Balkenende that the 'number of observers would be an order greater than in Russia during the presidential elections.' He also said that the country's government was doing all it could to ensure the elections proceeded transparently and democratically.
