Economic legislation in Russia needs stability more than it needs changes, Russian President Vladimir Putin said Monday at a Russian-Japanese business forum in the Japanese capital. All legal systems need continual improvement, "but for Russian realities, stability is far more important." According to the president, companies have recently been pressing for a stop to frequent changes in the law. However, Russia intends to continue efforts to liberalize tax and trade laws. A new Russian law on special economic zones will open up new opportunities for Japanese companies, Putin said. "The coming into effect in January 2006 of the law on special economic zones will give an additional incentive to Japanese producers of electronic goods and information resources to turn their attention to the new possibilities for working on the Russian market," the president said. These economic zones will have "special administrative and tax regimes, primarily in the high-technology sector." Minister of Information Technologies Leonid Reiman, also speaking at the forum, said that his colleagues had visited several Japanese technology parks and that Russia was interested in using Japanese ideas.
