Over 1,200 people were evacuated from a minimum-security correctional labour facility in Stavropol as a result of fire, the main department for the Stavropol territory of the Russian Ministry of Emergency Situations told Itar-Tass by telephone on Tuesday. “Among the evacuated are the inmates living in the barrack that caught fire and personnel of the penal colony,” the ministry spokesman said. According to him, the prison inmates have been accommodated in the industrial zone of the colony. “There have been no casualties,” the territorial emergencies department said. According to preliminary information, the conflagration was caused by a short circuit. However, this will be confirmed only after all the necessary examinations by experts are carried out. Officials of the emergencies department for the Southern federal district specified by telephone to Itar-Tass that the fire in the barrack built in 1936 started at 04:36, Moscow time Tuesday. “At first the roof space caught fire and then the conflagration spread to the third floor of the building,” according to the centre official. Fire fighters arrived at the site in six minutes after call and a total of 1,242 people were evacuated by that time from the barrack. According to some information, the prison governors did not report the fire to the fire-fighting service at once, presumably trying to extinguish the fire with their own forces. “The barrack building itself has the third degree of fire-resistance, that is its ceilings and roof space burn very quickly,” an official of the fire-fighting service of Stavropol said. The barrack for the colony inmates burnt out completely. In the view of fire fighters it is unlikely to be restored. The conflagration area reached some 1,000 square metres. The fire was rated third degree on the fire danger scale. The fire has been localised.
