Administrative procedures of implementing national projects must be effective and transparent, President Vladimir Putin has said. “The ineffectiveness of administrative procedures multiplied by sluggishness of officials have repeatedly brought to nought the best undertakings,” Putin said at a meeting of the Council on the Implementation of National Projects on Tuesday. “The complex, long and cumbersome procedure of land property registration has become the talk of the town; it not simply hinders investment in agriculture, but also does not allow land-working people to become full-fledged owners. This directly affects results of their work,” the president stressed. Putin said that simplification of land property registration “must go in a direct tie with all projects of developing the agroindustrial complex”. He cited as a part of this national project gasification of the country, “in which not less than 35 billion roubles must be additionally invested in the nearest three years”. The gas company Gazprom proposed this initiative.
