Russia is closely watching the changes in U.S. military presence in Europe, Foreign Minister Sergei Lavrov said at a news conference in Brussels, commenting on the Romanian-U.S. deal under which Bucharest will host four U.S. bases in its territory. "We're conducting a dialogue with the United States. There's an accord that all changes in military configurations should be transparent and should not violate the agreements on stability in Europe. It's important to have an idea about the purpose of such reconfigurations," Lavrov said. Moscow also wishes explanations on how these changes fit into the adapted Conventional Armed Forces in Europe Treaty. "Regrettably, our western colleagues have not ratified this document under far-fetched pretexts," he said.
