The unemployment rate in Russian rural areas is now ten percent as compared with 7.4 percent national rate, Alexei Gordeyev, the agriculture minister, said on Thursday. “Unemployment has reached the alarming proportions among young people, upto 30 percent,” the minister said. He said the average monthly pay in agriculture is only 3,000 roubles, which is 40 percent of the average for the economy, and is one-fifteenth compared with the most effective branches of the economy. “This ratio is without precedent in any country,” Gordeyev noted. “We breed poverty in the rural areas,” he said. The minister suggested resolving the problem by introducing contemporary technologies in agriculture that should increase labour productivity and cut production costs. Gordeyev expressed the hope that the situation in agriculture would begin to change for the better in 2006. ”First of all, I wish fair weather to agricultural workers,” he said, tapping on the table thrice (a gesture comparable to keeping one’s fingers crossed). “But the main thing, certainly, is that the national projects in agriculture should bring changes in the economic policy in agriculture and that people living in the provinces should get optimistic,” he said. The minister’s third wish was this: “We must convince in the coming year not only domestic consumers but also the world agrarian market of the high quality of our products.”
