Vladimir Putin believes it necessary to develop systemic measures of state support of national exporters of the military hardware
“When promising, high technology projects are implemented or funds are directed for investment goals, one can think of different forms of support to specific projects,” he said at a meeting on a commission on military-technical cooperation with other states that was held in his Novo-Ogarevo residence outside Moscow on Wednesday. “I am not speaking now about concrete preferences, I just ask to think about forms of support,” Putin said. “I am not saying that the government must solve this question, but I ask to think about it, especially regarding concrete deals and contracts that in essence have a national significance in their scale. The government should determine how much this will allow decreasing costs of products and thus strengthening their competitiveness, how much it is beneficial for the Russian economy in final analysis,” the president explained. “At present, far from all producers are able to solve on their own the tasks of improvement of product quality and of rigid adherence to the schedule of contract fulfillment,” Putin said. “Our customers often insist just on state guarantee of fulfillment of major contracts,” he added. Putin proposed to the government “to think over the crediting of enterprises of the defence industrial complex within the framework of existing contract obligations”. “Our defence industrial complex actively raises the question of supporting with state means a part of export credits rates of banks,” the president said. Putin stressed that the “planned measures are not a return to the previous ineffective system of support of the defence industrial complex.”. “ Those should be helped who consolidate the potential of defence enterprises by development of basic and applied research, by the implementation of new technologies,” the president said. “Our common goal is to strengthen our reputation of a reliable and responsible partner,” he said.
