Russia is preparing to nominate Sochi, a resort city on the Black Sea, to host the 22nd Winter Olympics and 11th Paralympics in 2014, a senior Russian official said Wednesday. The city's application, to be submitted to the International Olympic Committee by February 1, must present a concept for the games and several government guarantees, said Alexander Zhukov, deputy prime minister and chairman of the organizing committee for the promotion of Sochi. The official said the application would be followed by a bidding book, which would outline detailed information on the region's environment and weather conditions, transportation infrastructure, security and legal issues. "The International Olympic Commission will choose the Olympic capital on the basis of the bidding book," Zhukov said. He also urged the organizing committee to set up six commissions: transportation, hotel business, security, environment, international relations, mass media and telecommunications. A delegation from the Sochi-2014 bidding committee is headed for the Winter Olympics in Turin, where special seminars will be held for the delegates to learn about organizing such events.
