Russian President Vladimir Putin has offered Ukraine to take a commercial loan from Russia that would compensate for the costs of transition to the free market price of gas. At a meeting with senior officials from the Finance Ministry, Industry and Energy Ministry and Gazprom and Ukrainian fuel and energy minister and chief of the Naftogaz Ukrainy corporation Putin said that Russia was prepared to extend a loan to Ukraine, similar to the one given to Belarus. “We are prepared to extend a loan on commercial terms to your company Naftogaz Ukrainy against guarantees of an international bank, European or American,” Putin said. He speculated such a loan might be as big as 3.6 billion dollars. “This is a huge sum by Russian standards, but we shall find the money and we shall be able to provide the necessary resources in part or in whole to the Ukrainian partners on market terms, but at the best interest rate there exists,” Putin said.
