The outgoing year of 2005 has become another important stage on the road of establishing peace and accord in Chechnya. “The entire world has got convinced of the irrevocable process of creating a civil society in the republic and of our people’s desire to become a worthy and inseparable part of the all-Russian family of nations,” noted republican President Alu Alkhanov in his New Year address to Chechen citizens. According to the president, this is graphically confirmed by the parliamentary elections held in 2005. The participation of Russian President Vladimir Putin in the first meeting of the republican parliament and his proposal on restoring Grozny “were a graphic confirmation that the supreme leadership of the Russian Federation is inclined to demand restoration of the republic’s entire infrastructure”. Alkhanov noted in this connection that the Chechen government had worked out and submitted for the consideration of the federal center a concept programme for social and economic development of the republic in 2007-2010, “which is based on a transfer from the restoration process to stable social and economic development of the republic as well as to raising the well-being of population and lowering the level of poverty”. “We shall build schools, apartment houses, grow grain and give new knowledge to the young and will continue beautification of our cities and villages. Monuments to the first President of the Chechen Republic and Hero of Russia Akhmat Kadyrov were installed in squares and public gardens of the republic, paying homage to heroism, displayed by Kadyrov for the sake of people. It is also planned to unveil a monument to defenders of the Fatherland in 2006,” Alkhanov emphasized. “Dear fellow countrymen! New Year is a holiday which has been a symbol of kindness and hopes. We have all grounds to believe in our future. I wish you to accomplish your plans and ideas. I wish all of you to have peace and calm in every Chechen family so that children would grow and laugh for the joy of their parents, granddads and grannies. Health and well-being to you, your kith and kin! Happiness to you, dear friends!” said Alkhanov in his address to Chechen residents.
