Ukrainian President Viktor Yushchenko thinks that hydrographic facilities located on the territory of Ukraine and rented by the Russian Black Sea Fleet are Ukrainian property, but the related dispute “should not exacerbate,” deputy head of the presidential secretariat Anatoly Matviyenko told a Friday press briefing. “This is the fundamental position of the chief of state: everything belongs to Ukraine in line with the 1993 agreement between Ukraine and Russia and the 1997 agreement,” he said. International norms regulate the belonging of these facilities to Ukraine, while their joint use in keeping with the 1997 agreement on temporary deployment of the Russian Black Sea Fleet should be regulated at the upcoming negotiations, Matviyenko said. The transfer of these facilities to Ukraine “should be completed,” while their joint use “is a matter of a future decision,” he said.
