President Vladimir Putin has signed a decree on counter-terrorism measures, including the establishment of a national anti-terror committee, the Kremlin press office said Thursday. Federal Security Service Director Nikolai Patrushev, who has been appointed head of the new committee, said it would be coordinating efforts by various government agencies to avert terrorist attacks in Russia and to minimize the consequences of any that might occur. "It is not just about fighting terrorism, but also about preventing terrorism and dealing with its aftermath," Partushev said. All anti-terrorist operations in the regions will be run from a central HQ, to be set up within the framework of the national counter-terrorism committee.
