President Vladimir Putin on Monday urged First Deputy Prime Minister Dmitry Medvedev to control additional payments to teachers and primary healthcare personnel. “It is necessary to keep everything under control and to confirm everything by objective data,” the president said in a meeting with government members. Medvedev said, “All the January payments to primary-care physicians and teachers for class tutorship”, stipulated by the two national projects, have been made, Medvedev reported. Moreover, in his opinion, the use of so-called maternity certificates has already yielded “quite good results”, making it possible to increase the earnings of the medical personnel. Medvedev recounted about his talks with medics in the Oryol region. “The results of the maternity certificates scheme have topped all expectations. The money comes after the patients, thereby boosting the interest of the medical personnel, and the earnings are distributed more fairly,” the vice-premier stated. He said the additional means, which the maternity homes get from the maternity certificates, were being used to increase the salaries of doctors (40 percent) and to purchase medical equipment (60 percent). “The January salaries are already 40-50 percent bigger, and I mean not only the primary-care personnel, but midwives and gynaecologists, too” the first vice-premier said. Health and Social Development Minister Mikhail Zurabov said, in turn, that the government was determined to amend some laws in order to increase penalties for employers that delay salaries. “This week the government will discuss the responsibility of employers for untimely payment of salaries,” Putin said. “The government, trade unions and associations of employers have agreed to change legislation to ensure a broader application of criminal and administrative responsibility to the heads of enterprises of all forms of ownership and individual entrepreneurs who intentionally allow systemic delays of salaries,” Zurabov said. He said the government plans to “increase penalties provided for in criminal legislation and disqualify the heads of enterprises more actively for delays in the payment of salaries, as provided for in the Administrative Code.” In Zurabov’s view, the proposed measures “are bound to be effective”. The minister also hopes there will be “proper control in the country over the application of the suggested norms”. “I hope delays in the payment of wages will be reduced to the minimum within the next few years,” the minister stated. “The debt for wages at enterprises of all forms of ownership has substantially decreased during the past year,” he noted, adding, “In fact, there is a two-fold decrease at enterprises of all forms of ownership, and a five-fold decrease in the budget sphere,” the minister said.
