The Federation Council on Wednesday unanimously passed amendments to the communications law that abolish charges on mobile phone users for incoming phone calls
The Federation Council, or the upper house of the Russian parliament, on Wednesday unanimously passed amendments to the communications law that abolish charges on mobile phone users for incoming phone calls. Valentin Zavadnikov, chairman of the house's committee on industrial policies, said the bill, yet to be signed into law by the President, would come into force July 1 this year. In accordance with the new law, Russian mobile phone users will only be charged for incoming collect calls placed with the help of an operator or for ones received outside the subscription area.
