Russia has sent a proposal of regulations for cargo transit in Kaliningrad, a Russian exclave on the Baltic Sea, to the European Union, a Russian presidential advisor said Tuesday. "There is still no agreement between Russia and the European Union on Kaliningrad cargo transit," said Sergei Yastrzhembsky, the Russian presidential aide on Europe. "That is why we sent the document on cargo transit to Brussels." He said the present situation of cargo transit in the region had improved significantly. "The current situation is much better than it was two years ago," Yastrzhembsky said. "For instance, the issue of cargo insurance has been settled. However, we still have problems with phytosanitary control."
