Power supply was disrupted in Petropavlovsk-Kamchatsky by squall winds and snowstorm brought by a cyclone to southern districts of the Kamchatka Peninsula. A duty officer at the central control service of the Kamchatskenergo power utility told Itar-Tass that electricity supply has been fully restored. The officer said a short circuit at the power transmission line from the Mutnovskaya geothermal power plant occurred due to strong winds. The breakdown has been liquidated. According to a duty officer of the Petropavlovsk-Kamchatsky administration, up to one-third of the regional centre’s buildings were cut off from electricity supply at about 15:00, local time (06:00, Moscow time). Power specialists reported that electricity supply was restored in all districts of the city by 15:20, local (06:20, Moscow time). The Oktyabrsky settlement with a population of some 2,800 people on Monday found itself totally isolated from the outside world due to the Kamchatka cyclone. The road linking this settlement with the Ust-Bolsheretsk district centre on the western coast of Kamchatka and the rest territory of the region is closed for all kinds of transport on Monday, a duty officer of the Kamchatavtodor regional road company said. There is zero visibility on the road running along the sand spit on the coast of the Sea of Okhotsk due to squall wind and heavy snowstorm, which makes traffic impossible. The south of the Kamchatka region remains under the influence of the cyclone that came from the Sakhalin Island. A storm warning is in effect. The fleet is staying at Petropavlovsk-Kamchatsky ports. Classes in primary schools have been cancelled. Flights on local air routes have also been cancelled. Flights on the routes from the peninsula to the mainland are delayed. A plane of the Transaero company that was bound for the peninsula from Moscow has been directed to an alternate aerodrome in Yuzhno-Sakhalinsk. Flights from Khabarovsk have been postponed till March 14.
