The Russian government will not finance federal targeted programmes (FTP) for 2007 whose agreed and streamlined information is not submitted to the cabinet by June 1, Minister for Economic Development and Trade German Gref told the cabinet meeting on Thursday. The meeting discusses now implementation of the FTPs and realization of the Federal purpose-oriented investment programme in 2005. Several customers have not submitted documentation up to this time on programmes for 2007, the minister emphasized. They include such programmes as “Children of Russia”, “South of Russia”, “Social and economic development of the Chechen Republic” as well as “Nuclear and radiation security”. This takes place, Gref underlined, “despite the fact that we repeat every state customer as an exorcism: time of submission of documents for FTPs for the next year is by June 1”. Gref noted that “in the past, we took strenuous efforts on the current volume of financing FTP federal programmes for the next year, now we shifted the accent to the quality of preparing new programmes”. He added that new problems popped up in implementing the FTPs: they are connected, in particular, with considerable differentiation of programmes. According to Gref, 14 mid-term FTPs have not been fully streamlined, although according to directives, this should be done by April 1. For instance the federal targeted programme on transition to manning the Armed Forces with servicemen under contract has not been agreed upon up to this time. For instance the Ministry for Economic Development and Trade received only one mid-term FTP in the adjusted form – the programme for the social development of the countryside. Gref stressed that some ministries and departments have not submitted any reports at all on financing FTPs. The ministry now works on organizing “the current monitoring on implementing FTPs", the minister continued. However, the volume of quarterly reports from state customers is insufficient to organize such monitoring. “Only one ministry – the Ministry for Emergencies – submitted detailed accounts from among 18 state customers, coordinating the FTPs,” Gref emphasized.
