The European Bank for Reconstruction and Development's board of directors will consider a $250-million loan to Russia's leading mobile phone operator on May 3, the bank said Thursday. Mobile TeleSystems (MTS) will use the funds, which would be extended over eight years, to finance its expansion program in Russia and other former Soviet republics, as well as to develop its subsidiaries. MTS [RTS: MTSSG] posted a U.S. GAAP net profit of $1.13 billion in 2005, a 14% increase on 2004. The company posted a 28.9% year-on-year increase in earnings at $5.01 billion. Its operational profit was $1.63 billion, up 15% on 2004.
