Russian President Vladimir Putin has instructed the Foreign Ministry to conduct talks with the Commission of the European Communities on the draft agreement between the Russian Federation and European Union on the simplification of the visa regime for Russian and EU citizens and on readiness to sign it. The corresponding resolution of the Russian head of state dated March 27 is published at the official Kremlin website. The approved draft agreement to which it is allowed to introduce only minor amendments, under the presidential order, had been considered at the Russian government meeting on March 2. The meeting participants passed a resolution on the submission to the president of the proposal on the signing of the agreement with the EU. The draft law envisages the simplification of the procedure of issuing of single entry visas valid three months, as well as multiple visas for certain categories of citizens. The agreement sets, in particular, a simplified order of issuing visas (on direct requests by receiving organisations without producing invitations envisaged by legislations of the sides) to members of official delegations, entrepreneurs and representatives of commercial organisations, drivers and members of train crews on international passenger and cargo transportation routes, journalists, researchers, workers of education and culture, students and schoolchildren participating in exchange programmes, participants in international sports competitions, participants in programmes of exchanges between sister-cities, persons visiting military and civilian cemeteries, as well as close relative of persons legally staying in the territory of sides’ states. The agreement envisages for certain persons from the aforementioned categories a possibility of issuing multiple-entry visas valid for a period of up to five years. For holders of diplomatic passports the introduction of a visa-free regime of travel up to three months during half a year is envisaged. The agreement also clearly defines the times of visa issuing and introduces uniform visa duties. The visa issuing fee will be 35 euros and for urgent visa issuing (within three days) – 70 euros. All the mentioned provisions should be introduced by Russia and the European Union on a reciprocal basis.
