Russia exported 3.8 billion dollars of dual purpose products last year, with the Rosatom Federal Agency for Atomic Energy accounting for the bulk of revenues, Deputy Prime Minister, Defense Minister Sergei Ivanov reported to Russian President Vladimir Putin on Monday. "The volume of exports of controlled products in 2005 amounted to 3.8 billion dollars; an increase is obvious," Ivanov said underlining that the number of buyers across the world has increased as well. "Rosatom accounts for the largest share of dual purpose products exported by Russia," the deputy prime minister said adding that these export items include fission materials, technologies and mechanical engineering products of dual purpose. "European Union countries are clear leaders, accounting for 1.5 billion dollars, followed by the United States, with which Russia cooperates under the HEU-LEU /highly enriched uranium - low enriched uranium/ program, Ukraine, South Korea and Kazakhstan," Ivanov said. "We posted a positive trend in issuing licenses for dual purpose production; a total of 1,153 licenses were issued in 2005," he went on to say. "I won't recall the cases when the licenses were not issued due to a number of reasons," the minister said. "We tried to consider licensing from the point of view of maximum de-bureaucratization of this process. In the past few years, we have succeeded in launching good cooperation at the regional level with three organizations: the Federal Service for Technical and Export Control, the Federal Security Service and the Federal Customs Service," according to the minister. Ivanov informed the head of state and the Cabinet about the meeting of the interdepartmental commission on export control last week. "It considered the practical aspects of the functioning of the national export control system, including the mechanisms to perfect licensing of foreign trade with control over dual purpose products," he said.
