Moscow City Mayor Yuri Luzhkov deems it necessary to toughen employers’ responsibility for exploiting illegal migrants. He was speaking at an annual meeting with the heads of Moscow’s trade unions. “We have been stripped of the powers to regulate migration but the body in charge has failed to tackle this task,” Luzhkov said. Luzhkov ordered his representative in the Moscow City Legislature to draft a law on migration control.
