Prime Minister Mikhail Fradkov will discuss Finland's involvement in construction of a major gas pipeline connecting Russia and Europe during a visit to the Scandinavian country, a government source said. "Finland has shown great interest in [the NEGP] and is even considering building a branch [to connect to the main pipeline]," the source said. Fradkov arrives in Finland Tuesday for two days of talks that are also likely to include cooperation in the high-tech and innovation spheres. Economics minister German Gref also starts a visit to Finland Tuesday for a meeting of a bilateral government commission. The North European Gas Pipeline will connect Russia and Germany across the floor of the Baltic Sea, delivering natural gas from Russia to its biggest markets in Western Europe and bypassing transit countries like Ukraine and Poland. Construction of an underwater section of the pipeline in Finland's territorial waters is the main energy-sector project between Finland and Russia, which supplies 100% of the Scandinavian country's natural gas, as well as 70% of its oil, 30% of its coal, and 10% of its electricity. The six-year, $10.5-billion NEGP project, managed by Russian energy giant Gazprom, will comprise two parallel legs of 750 miles each, with underwater sections passing through territorial waters of several countries in northern Europe, including Finland. The first leg of the pipeline is expected to have an estimated capacity of 27.5 billion cubic meters, and the second will double the NEGP capacity to 55 billion cu m annually. The Finnish representative in the project is state-owned energy company Forum.
