The United Russia party has begun preparing jointly with the government bills with an aim to implement key provisions of President Vladimir Putin’s state-of-the-nation address, the party leader told reporters on Monday. “Representatives of the party are already giving ‘a zero reading’ to possible bills, which will be submitted by the government and aimed at achieving real figures voiced in the president’s address,” said Boris Gryzlov, who is also speaker of the Sate Duma lower house of parliament. The party leader spoke after a session of the party’s Supreme Council, which had discussed issues connected with the implementation of president’ s initiatives. He believes all bills will be ready before the end of May for being submitted to the State Duma. In reply to journalists’ queries, he said he first of all implied bills aimed at the implementation of a demographic program, in particular an increase in childcare benefits and preparations to pay off major sums for a second child. He reminded reporters that this sum amounts to 250,000 roubles and will be indexed depending on the inflation rate. It is expected that the money will be spent on education of the child or invested into housing. Gryzlov did not rule out that the State Duma would expend the ways the money could be used.
