Presidential election campaigning begins today in Chechnya
Today the election commission officially begins publicizing in print their decision to hold the election on August 29, 2004. Candidates for the Chechen presidential elections must gather 6,000 signatures-1% of the general voting population in the republic. To win the first round the candidate must receive at least one vote over 50% of the total votes cast. If no candidate receives this level of support then a second round will be held in which the candidate simply must receive the majority of the votes cast. Documents for candidacy will be accepted until July 14. According to Alexander Veshniakov, Head of the Central Election Commission in Russia, early estimates show that there will be 5-10 presidential candidates. A good number of parliamentary parties have already conveyed their desire to participate in the elections. Veshniakov reminded reporters that, by law, these parties can participate in the election without gathering signatures or making the otherwise required election deposit. He also noted that international election observers will follow the procedures in Chechnya. In Chechnya 20 territorial election commission sites will be created, as well as 426 voting stations.
