Russia's self-restraint toward the widening of NATO does not signify lack of concern, Russian Defense Minister Sergey Ivanov told a convocation of the heads of the defense agencies of Russia and Northern Europe meeting here at the Konstantinov Palace. He noted in particular that the Baltic states are not signatories to the Treaty on Conventional Forces in Europe, despite their entry into the European Union. Placement of foreign troops in Lithuania, Latvia or Estonia thus puts Northern Europe in a situation of some uncertainty, Ivanov said
